Jumpstart Housing Assistance

Jumpstart funds assist local flood victims with the rebuilding process. ECICOG does not administer Jumpstart funds for properties located in the incorporated areas of Cedar Rapids and Iowa City. For information on programs in Cedar Rapids or Iowa City, please contact either city at:

ECICOG serves residents of the remaining areas of Linn County and Johnson County, as well as Benton, Jones, Iowa and Washington Counties.

The Jumpstart Housing program assists homeowners in rehabilitating flood damaged homes or purchasing a new home to replace a flood damaged home.

ECICOG administers State and Federal Jumpstart funds. Our staff will work with you to determine eligibility for either group of funds.

The Federal Jumpstart Housing Assistance Program is administered through the Iowa Department of Economic Development. This program will help homeowners either make a down payment on a new house, repair their current home, or maintain their mortgages while waiting for a potential buyout from FEMA. For down payment assistance and housing rehabilitation assistance, the maximum award is a $60,000 loan which will be forgiven if the homeowner stays in the house for 10 years.

"Jumpstart Express" Emergency Repair is an option under the Jumpstart Iowa Housing Assistance Program. The application process for "Jumpstart Express" is the same as Jumpstart Iowa Housing Assistance. This option helps homeowners repair their current home without having to meet all of the previous requirements. The maximum award is a $24,999 loan which will be forgiven if the homeowner stays in the house for 10 years.
