As part of ongoing recovery efforts in response to the floods of 2008, the East Central Iowa Council of Governments (ECICOG), in conjunction with the Iowa Department of Economic Development (IDED), is offering a second round of the popular new home construction program.

Eligible persons are offered acquisition assistance (in the form of a five-year forgivable loan) of up to 25% of the purchase price of a newly constructed home in the cities of North Liberty, Tiffin, Hills and Center Point. In total, there will be 33 new homes constructed in the greater Iowa City metro area and 6 homes in Center Point.

All properties in the Round 2 program will be administered by ECICOG.

Income Guidelines:

Participants must meet federally-established income guidelines to participate in this program. Iowa Department of Economic Development (IDED) rules require that at least 50% of the homes in this program must be sold to households at or below 80% of the county's Median Family Income (MFI). All other properties must be sold to households at or below 100% of the county's MFI.

Because the MFI for each county is different, please check the income guidelines below for the property that you are interested in.

Parties interested in properties in Center Point should check the Linn County income guidelines.
All other properties are in Johnson County, and will follow the Johnson County income guidelines.
