Welcome to the Transportation Department, offering transportation planning services to the seven member counties of the Region 10 RPA and ECI Transit services to the six member counties of ECICOG. The department is staffed by: Mary Rump, Transportation Department Director and Transportation Planner for the RPA; Gina Johnson, Mobility Manager; and Hilary Copeland, GIS Coordinator and Planner.

Through the Region 10 Regional Planning Affiliation (RPA), which includes the counties of Benton, Cedar, Iowa, Johnson, Jones, Linn, and Washington, ECICOG works closely with local jurisdictions in the planning and programming of federally funded transportation projects and improvements.
In 1994, the Iowa Department of Transportation (IDOT) created RPAs to implement the provisions of the Intermodal Surface Transportation Efficiency Act (ISTEA). Specifically, RPAs were established to allow for local participation in the transportation planning and programming process. The roll of the RPAs was renewed with the June 1998 reauthorization of the federal transportation program, now known as the Transportation Equity Act for the 21st Century (TEA-21).

The RPA is governed by a 14 member policy committee made up of local elected officials appointed by the Board of Supervisors in the seven affiliated counties. Some policy committee responsibilities include:
Development and implementation of a public involvement plan to offer citizens the opportunity to help identify transportation issues, needs and priorities.
Preparation of a Long Range Transportation Plan that describes the existing transportation system, identifies issues, discusses needs, and defines the direction for planning and project development during the designated term.
Development of aTransportation Improvement Program (TIP) denoting the transportation improvements proposed in the region during the next three years, using state and federal funds.
ECICOG is also responsible for the administration, coordination, and planning functions of the regional transit system. Public transit services are available to all persons residing in the ECICOG region through the East Central Iowa Transit System.
