Belle Plaine Compost Bin Rebate Program

    Up to fifty (50) Belle Plaine owner-occupied households qualify for a $75 rebate toward the purchase of a compost bin, tumbler, other composting container, or the supplies to build a compost bin. To qualify for the rebate program, you must be able to provide proof of purchase dated after October 21, 2020. If you build a compost bin, a photo of the structure in addition to proof of purchase for supplies is required to qualify for the rebate. Supplies include building materials only, not tools. 

    The full rebate will be provided if the total cost of the bin or building supplies exceed $75.  Otherwise the total cost below the full rebate amount will be issued. You can expect to receive a rebate in the mail approximately six (6) weeks after you submit your rebate form. By participating in this program, residents will receive information about reducing and managing organic waste, program updates, and a follow-up survey about how your household manages organic waste.

    The rebate program will operate on a first come, first serve basis until fifty (50) rebates have been claimed. If you have any questions, please contact Jennifer Fencl at the East Central Iowa Council of Governments (ECICOG) at

    The compost bin rebate program is funded by the Benton County Solid Waste Disposal Commission and a Solid Waste Alternatives Program (SWAP) grant from the Iowa Department of Natural Resources.
