Housing

 Housing Opportunities for Cities
Three new programs are available including upper story, home-buyers assistance, and owner-occupied rehabilitation. Click here for more information.

​Housing Rehabilitation Fund (CDBG) 

This annual competitive program assists communities in rehabilitating owner-occupied single family homes used as principal residences.

Community Facilities and Services (CDBG) 
This annual competitive program assists projects such as day care facilities, senior centers, vocational workshops and other community services such as storm water projects.

Downtown Revitalization Fund Community (CDBG)
leaders can use this program to rehabilitate blighted downtown buildings.

Enhance Iowa – Community Attraction & Tourism Program
ECICOG is looking to partner with communities in applying for the new Iowa Economic Development Association (IEDA) Rural Housing Assessment Grant program. This grant supports housing maintenance and development by ensuring the appropriate ordinances, development codes and incentives are in place. ECICOG will assist communities with writing the grant, participate in the assessment and provide follow up services in the identified areas of need. This $10,000 grant requires a $5,000 community match. Contact Community Development and Housing Services Director Tracey Achenbach for more information.

Iowa Great Places Grant 
This program provides designation and supports the development of new and existing infrastructure intended to cultivate the unique and authentic qualities of neighborhoods, communities and regions in Iowa.

Derelict Building Program
The Derelict Building Program is available for Iowa towns of 5,000 or fewer residents’  to address neglected commercial or public structures that have sat vacant for at least 6 months.

Brownfield Clean Up Grant
The Brownfields Program provides funds to empower states, communities, tribes, and nonprofit organizations to prevent, inventory, assess, clean up, and reuse brownfield sites.

EPA’s Brownfields Program provides funds to empower states, communities, tribes, and nonprofit organizations to prevent, inventory, assess, clean up, and reuse brownfield sites.

Community Facilities Direct Loan and Grant Program (USDA)
This program provides affordable funding to develop essential community facilities in rural areas.

Water & Sewer 

Water and Sewer Fund (CDBG)
Funds awarded through this annual competitive program assist cities and counties with projects such as sanitary sewer system improvements, water system improvements, water and wastewater treatment facility projects, storm sewer projects related to sanitary sewer system improvements and rural water connections.

​Water & Waste Water Disposal Loan & Grant Program (USDA)
This program provides funding for clean and reliable drinking water systems, sanitary sewage disposal, sanitary solid waste disposal, and storm water drainage to households and businesses in eligible rural areas.

​Transportation

State Recreational Trails Program
Iowa DOT will accept applications for the State Fiscal Year 2021 (SFY 2021) application cycle of the State Recreational Trails (SRT) program on July 1, 2020.

Surface Transportation Block Grants

Flexible funding that may be used for projects to preserve and improve the conditions and performance on any Federal-aid highway, bridge and tunnel projects on any public road, pedestrian and bicycle infrastructure, and transit capital projects, including intercity bus terminals.

Transportation Alternatives Program (TAP)
The Transportation Alternatives Program (TAP) provides funding for programs and projects defined as transportation alternatives including: on- and off-road pedestrian and bicycle facilities, infrastructure projects for improving non-driver access to public transportation, environmental mitigation, and safe routes to school projects.

Traffic Safety Improvement Program (TSIP)
Distributes funds for roadway safety improvements, traffic control devices, research, studies or public information initiatives.

Revitalize Iowa’s Sound Economy (RISE)
Projects funded by the RISE program promote economic development in Iowa through the establishment, construction, and improvement of roads and streets.

​Parks, Natural Spaces and Environmental

Land and Water Conservation Fund
The Land and Water Conservation Fund (LWCF) Program is a federally funded grant program that provides match funds of 50% for outdoor recreation area development and acquisition.

Iowa Resource Enhancement and Protection
Resource Enhancement and Protection (REAP) is a State of Iowa program that invests in the enhancement and protection of the state's natural and cultural resources. Funding areas include city parks and open space, county conservation, open space acquisition, historic resource development, roadside vegetation, and soil and water enhancement.

Conservation Education Program
CEP serves a diverse audience with education programs, including K-12 educators, landowners, at risk youth, county naturalists and community volunteers. The Iowa Administrative Code requires K-12 students receive instructions in conservation of natural resource and environment awareness. Through REAP CEP, Iowa's future and current teachers have opportunities to learn about conservation education and receive classroom-ready resources.
